Landlord Acknowledgement of Maryland Tenants' Bill of Rights Requirement

Updates are released by September 1 each year and are effective October 1st. 

  • Landlords are required to attach a copy of the current Maryland Tenants' Bill of Rights to every residential lease (new, renewal, or extension).
  • Both landlord and tenants must sign the Landlord Acknowledgement of Maryland Tenants' Bill of Rights Requirement as part of the rental registration process.

 Real Estate Commission Update

The Maryland Real Estate Commission revised the

MARYLAND RESIDENTIAL PROPERTY DISCLOSURE AND DISCLAIMER STATEMENT 

As of August 1, 2026 must use the revised version.

These new revisions were approved by the Commission and published in COMAR (09.11.07.01) and include numerous changes.  

NOTE:

*  All Brokerages should now utilize the Revised Form. 

*  Any current non-exempt Residential Property listing agreements should be updated with the Revised form.

*  Any currently executed Residential Property Sales Agreements pending closing DO NOT need to be updated with the Revised form.

FHA considers new payment structure for partial claims

NAR on Sept. 1 backed the Federal Housing Administration's proposed Reinstatement Advance Payment demonstration, which would allow mortgage servicers to eliminate subordinate liens and provide borrowers with an advance-payment plan. The change could reduce closing delays caused by undisclosed liens discovered during title searches. NAR Senior Policy Advisor Elayne Weiss, says NAR is encouraging FHA to require clearer mortgage borrower disclosures, monitor lender participation and ensure repayment terms do not create affordability challenges or foreclosure risks.

NAR will continue working with the agency as it finalizes the guidance.
